What is the format of the color codes for each block in the EE resource pack?

You mean in the decompiled client? If so then it's an integer with 8 bits for each of red green and blue, and something for alpha I think, probably another 8 bits. There are plenty of converters online if you want to get an RGB value from it.

Search for blocks with their id to get the color.
